Consumer advisory function – membership matrix workshop
Members participated in a workshop to explore how diversity and representation could be reflected within the membership of the new Community and Patient Advisory Committee. Members discussed the representation, perspectives, lived experiences, knowledge, and skills that are important to support an effective, credible, and inclusive advisory committee.
Feedback from the workshop will be used to inform the development of the membership matrix and recruitment approach. The insights from the session will inform the development of a membership matrix that will guide recruitment and support a committee that reflects a broad range of communities, experiences, and viewpoints.
Embedding lived experience discussion
Members participated in a discussion on a pilot approach to incorporating lived experience into advisory processes. As part of the pilot, supporting resources, including draft guidance and question prompts, have been developed to support patient and consumer participation.
The pilot currently invites patient and advocacy support groups to provide lived experience input for selected applications. Due to resource and capacity constraints, the approach is not currently available across all applications. Members discussed whether the pilot should continue given its limited application, or whether it should be discontinued until a more consistent approach can be implemented. Members supported continuing the pilot and refining the approach over time, recognising the value of lived experience input in informing decision-making.
Members also discussed a draft privacy guidance document developed to support individuals and groups providing lived experience submissions. The guidance outlines how information will be used and managed, options for protecting privacy when sharing personal experiences, and how Pharmac meets its obligations under the Privacy Act.
Reset Programme Showcase
The Minister, Board Chair, and Chief Executive attended the meeting to formally acknowledge the contribution of Working Group members and to recognise the progress achieved through the Reset Programme over the past 12 months.
A showcase of key achievements and milestones was presented. Malcolm, Libby, and Tim shared personal reflections on their involvement. Their comments highlighted the strength of the partnerships developed and their optimism for the work ahead.
Evaluation of Reset Programme
Members participated in a reflection session informed by a pre‑meeting evaluation survey. The discussion sought to understand what worked well and where improvements could be made.
Members reflected that the Reset Programme has led to meaningful changes within Pharmac, particularly in the way staff engage with consumers and respond to feedback. However, members noted that these changes may not yet be visible to the wider patient and consumer community.
While trust in Pharmac had improved over the course of the programme, members emphasised that trust-building is an ongoing that requires continued transparency, clear feedback loops, and sustained engagement.
Members also discussed opportunities to strengthen future consumer engagement, including improving communication with wider consumer communities, increasing opportunities for direct engagement, and ensuring that consumers can see how their input has informed Pharmac’s work.
Agreed action:
- Members agreed to share the evaluation survey results with Dame Kerry Prendergast, facilitator of the Pharmac Consumer Engagement Workshops.
Future four-year programme workshop
Members participated in a workshop to discuss what success should look like for the Timely Assessment Improvement Programme, both over the next 12 months and over the longer term. The discussion focused on desired outcomes, measures of success, and how progress should be demonstrated throughout the programme.
Members acknowledged the programme’s strong focus on delivery and process improvement, and noted opportunities to strengthen outcome measures, transparency, decision-making clarity, and the way success is defined, measured, and reported.
Members emphasised that transparency should be embedded across all aspects of the programme and that trust should be recognised as a defined and measurable outcome. They also noted the importance of measures being reviewed and refined over time.

Budget 2026 update
Pharmac provided an update on Budget 2026 and responded to members’ questions regarding Pharmac’s two budget appropriations: the medicines budget and the operational budget.
Members noted they had provided suggestions to strengthen Pharmac’s budget bid and queried whether Budget 2026 information would again be proactively released this year.

Future 4-year improvement programme
Pharmac facilitated a discussion on the 4-year Timely Assessment Improvement Programme and provided members with an overview of the programme, including the proposed deliverables for year one.
Pharmac discussed how the working group, alongside Pharmac’s other advisory groups, has helped shape the direction of the programme. Members endorsed the proposed direction for year one of the Timely Assessment Improvement Programme.
Members discussed the use of the term “timely”, noting that while timeliness is important, transparency and trust are equally important objectives of the programme. Pharmac acknowledged this feedback and advised that a clearer programme aim and description would be developed to better reflect these broader objectives.
Members also discussed the importance of establishing clear measures of success for the programme over the four-year period. Pharmac noted that this will be a focus of a workshop at the next Working Group meeting.
Pharmac discussed next steps and advised that a Programme Delivery Office is being established to support programme implementation. The Interim Consumer Transition Committee will support the design and delivery of the Timely Assessment Improvement Programme.
Agreed actions:
- Ensure trust and transparency are reflected in the programme aim and descriptor.
- Update the programme approach slide in the Timely Assessment Improvement Programme presentation to replace “stabilising” with “enhancing”.
Consumer Advisory Function review update
Pharmac advised that the Board has agreed to replace the current Consumer Advisory Committee (CAC) with a new Community and Patient Advisory Committee (CPAC). While the new committee is being established, an Interim Consumer Transition Committee will be formed, comprising members from both CAC and the Working Group.
Members noted that feedback from their networks indicates a strong sense of optimism about the future of the consumer advisory function within Pharmac.
Pharmac confirmed that the process for establishing the new committee will be open and transparent, with members of the committee to be appointed by the Pharmac Board.
The Working Group will discuss the proposed membership matrix for the new Community and Patient Advisory Committee at its next meeting.
General business
Pharmac updated Working Group members on the Statement of Intent (SOI) and Statement of Performance Expectations (SPE) and thanked members for their second round of feedback. Pharmac noted that several changes had been made as a result of the Working Group’s input.

Consumer application discussion
Pharmac facilitated a discussion on potential opportunities to improve the consumer funding application process. An overview of the current process was provided, highlighting existing barriers and challenges faced by applicants.
Members discussed the specific gap that consumer applications are intended to address. Members are supportive of continued ability for consumers to submit applications. They noted that earlier involvement of consumers in medicine assessment processes was needed. They also noted that consumer collaboration with suppliers and health professionals in compiling applications would reduce the burden for consumers and increase the likelihood that Pharmac would receive all relevant information at the same time.
The time commitment and effort required to complete an application were acknowledged, including the strain this places on consumers.
Members also considered international approaches, noting that New Zealand allows individual consumers to submit applications which appears to be rare in comparable systems.
Opportunities to make incremental improvements to the current process were discussed, alongside broader strategic questions regarding the future of consumer engagement in this space. This included the need for clearer guidance and more structured support to assist consumers in preparing and submitting applications.
Application backlog pilot update
Pharmac provided an overview of progress with work to enable faster assessment of low risk, low-cost medicines applications and support backlog reduction. A pilot programme has been completed, with a second pilot planned to further refine the approach.
Members were supportive of the initiative and the focus on reducing the backlog. Discussion centred on how low-cost criteria are applied and the potential for unintended consequences. Members highlighted the need for clear communication, particularly around how proposals are prioritised and decisions are made.
There was also a suggestion that greater transparency on the ranking position of medicines after final decisions are made could help build confidence in the process.
Societal impact pilot update
Pharmac gave an overview of the pilot underway to develop societal impact assessments. Members discussed the potential scope and implications of these assessments and shared initial views on the direction of the work, including considerations for how societal impacts could be reflected in future decision-making.
Reset Programme evaluation approach
Initial ideas for evaluating the Reset Programme were shared, and feedback was sought from members on both the proposed approach and the measures. Members agreed that the evaluation should be aligned with the recommendations from the 2024 Consumer Engagement Workshop Report.
The Group emphasised that evaluation measures should extend beyond tracking completed actions to assessing the overall impact of the programme. It was noted that this impact should be tested with consumers and patients outside of the working group to ensure a broader and more representative perspective.
The importance of appropriately promoting the Programme’s achievements to patient communities and the wider public was also highlighted.
Members also discussed the opportunity to use learnings from the Reset Programme to inform future improvement work.

The Chair provided an update on Action Item #102. It was noted that prioritisation processes are an important area of work. However, due to the 12-month timeframe of the CAP Working Group and other current priority areas, this work will not be progressed within the group’s term. The Chair formally recommended that this be included in the future improvement programme in its first year.

Future Consumer Advice Function
The group discussed Pharmac’s future consumer advisory function, noting that the Consumer and Patient Working Group concludes on 30 June. It was also noted that there are currently multiple vacancies on the Consumer Advisory Committee (CAC), with further vacancies expected in late July as several members’ terms come to an end.
Members discussed the potential purpose, responsibilities, relationship with the Board, and membership of a future consumer advisory function. It was noted that similar discussions are also being held with CAC members.
Members’ feedback, including written input, will be considered by Pharmac’s Senior Leadership Team and Board during May 2026.
The Reset Programme Team noted that there will be further opportunities for members to engage in this work in June and to provide advice and feedback on strengthening Pharmac’s consumer advisory function.
Members expressed appreciation for the opportunity to share their views on this important matter directly with the Chief Executive.
Members emphasised the importance of maintaining the current momentum and ensuring that the partnership approach with consumers established through the Reset Programme is sustained and continues to develop.

Vision & Strategy – accountability measures
Pharmac provided an update on the Vision and Strategy work and sought members’ feedback on two key planning documents. The Statement of Intent (SOI) sets out Pharmac’s medium‑term strategic focus, while the Statement of Performance Expectations (SPE) outlines commitments and performance measures for the coming year.
It was noted that not all information is confirmed at this stage, including the outcome of Budget 2026. Members were reminded that the SOI and SPE are accountability documents, and Pharmac is required to deliver on what is included in them. As such, the documents must reflect commitments that are realistic, resourced, and deliverable.
Members discussed the proposed deliverables and performance measures and made suggestions to improve readability and engagement, including the development of a “plan on a page.”
Members acknowledged the inclusive approach and progress made to date in making the planning documents more outcome and patient‑focused.

- The member survey will be kept open for an extra week to capture any additional feedback.
- Pharmac will share further supporting information about the purpose of the SOI and SPE to help inform member feedback.
Application timeframes
Pharmac provided an update on progress regarding the potential introduction of target timeframes for the advice and assessment model. Pharmac outlined potential options for how timeframe targets could be introduced, measured, and reported. Members discussed these options and provided feedback on the proposed approaches.
Working Group feedback will be considered by the Senior Leadership Team alongside feedback received from other stakeholder groups.

Vaccine Introductory Overview
Pharmac provided an introductory overview of the process for funding and implementing vaccines, outlining its role and responsibilities alongside those of partner agencies.
Members sought further clarification on a range of aspects, including the separation of vaccines from medicines in Budget bids, eligibility criteria, implementation and procurement processes, and responses to pandemics or public health events.
Pharmac also provided an update on the timing of the current consultation for the vaccines RFP and confirmed it is due to be released in the coming weeks.
The process for funding vaccines, and Pharmac’s role in that funding process, will be revisited as part of the future work programme (minutes amended at 23 April 2026 meeting).

- Pharmac will provide members with further clarification on the budget bid process for vaccines.
- Members may send follow up questions to the reset inbox, which will be directed to the relevant team for response.
Funding Application Process
Following the January in-person working group meeting, Pharmac has been working to revise and simplify the eight‑step funding application process to better explain how the process works for a range of stakeholders, including patients and consumers.
Pharmac presented the revised version to members to show how their feedback has been incorporated. Members engaged in constructive discussion on each of the steps and provided further feedback to enhance the process document.
Pharmac will continue to refine the process, with members having another opportunity to provide input before the documents is finalised.

Vision & Strategy update
Pharmac provided an update on its new vision and strategic priorities, noting that previous feedback from members had helped inform their development. These will guide Pharmac’s work and will be reflected in statutory documents, including the Statement of Intent and Statement of Performance Expectations.
Members discussed and provided feedback on the updated vision and strategy. This included suggestions on strengthening the focus on patient outcomes, best practice and innovation, and improving access to medicines. Members also discussed how best to reflect health needs in the focus areas.

- Pharmac will further survey members to capture any additional feedback on the strategic priorities and focus areas.
Prioritisation discussion
Pharmac provided an introductory overview of the medicines prioritisation process to support a shared understanding following questions raised at the Group’s January workshop.
Members engaged in constructive discussion and sought clarification on a range of aspects of the prioritisation process including how lived experience and health need are considered, who is involved in decision‑making, how bundling and procurement work, and how conflicts of interest are managed.
Members acknowledged the session as helpful and appreciated the opportunity to better understand the prioritisation process. Members will consider how Pharmac could better explain the current prioritisation process to support patient and advocacy group understanding.

Consultation Process
Pharmac provided an update on several pieces of work underway to improve consultation processes, following discussion at the 20 November working group meeting.
A draft internal consultation policy was shared and discussed. The purpose of the policy is to provide greater internal consistency in consultation practice. Members discussed implementation and noted that while the policy will not result in immediate changes to consultation practice, it establishes a foundation for future improvements. Members emphasised that early consultation is best practice, and Pharmac confirmed it is working towards this approach. The internal consultation policy was provisionally endorsed, subject to incorporation of member feedback.

Pharmac also presented proposed consumer-facing website content designed to support consumers to provide feedback to Pharmac and to more easily access information. Members noted that the content was clearly written, used plain language, and was relevant for consumer communities. Members were provided with a demonstration of an online platform that could be used to help streamline consultation with consumers and other stakeholders. Pharmac advised that the platform will be piloted ahead of potential future introduction. Consumer advice framework
Pharmac presented a range of options for how the future consumer advisory function could best support Pharmac’s work beyond the conclusion of the Reset Programme and Consumer and Patient Working Group on 30 June. The working group had previously reviewed and supported early thinking on this work at its meeting on 12 February.
Members discussed the potential future function. They noted the importance of ensuring continuity across the strategic, process‑improvement, and implementation focus areas, which are currently supported through the two existing consumer groups.
Feedback from this discussion will be included in a paper for the Pharmac Board to consider later in March, alongside feedback from the Consumer Advisory Committee and Pharmac staff who regularly seek consumer input.
Decision: Members agreed that the feedback to the Board should reflect unanimous support that the status quo is not an option, that the future consumer advisory function should have oversight of the three focus areas, and that there is a desire for wider involvement of consumers and patients.

Application backlog pilot
Pharmac provided an update on work to reduce the backlog of historic applications, noting that the overall backlog is decreasing.
As part of this work, a small pilot project is being tested to explore whether the assessment process for lower-cost, lower-risk applications can be streamlined. This pilot is one of several initiatives being considered to help the timeliness of application assessments.
Feedback provided by members ahead of the meeting, and the senior health economist responded to questions from the group. This included discussion about making decisions with less information while still ensuring robustness.
Some members raised concerns about unintended consequences of the pilot, such as the risk that more lower‑cost applications could be progressed more quickly than complex or higher‑cost applications. These concerns were acknowledged and will be considered as part of evaluating the pilot’s feasibility.
Members also suggested introducing a pre‑application step, where early discussions with medicine suppliers could help triage applications and support more efficient processing.

Inactive applications
Pharmac presented an overview of how inactive applications are currently defined and managed. Members were asked for advice on how best to manage inactive applications when no new information has been provided or when no supplier is available. Pharmac noted that applications recommended for decline can be reopened if new information becomes available.
The group discussed how Pharmac monitors the number and composition of inactive applications. Members sought clarification on how real‑world evidence is considered. Some members encouraged the use of international best practice to help manage applications. Some members also identified opportunities for consumer and advocacy groups to help progress inactive applications.
Members expressed interest in greater transparency around decisions to decline inactive applications, including clear communication of the reasons for decline and guidance on what would be required for an application to be reopened. They noted that this would be particularly valuable for consumers.

Consumer advice framework
The group discussed the development of the Stakeholder Engagement Framework, intended to guide how external engagement is planned, prioritised, and delivered across the organisation. This framework will support the transition from the Reset Programme and the Consumer and Patient Working Group (concluding on 30 June 2026) into the longer four‑year improvement programme.
Feedback received ahead of the meeting was reviewed, including questions about the scope and design of the proposed framework. Members also discussed what a future model for consumer engagement could look like, including the role of the legislated Consumer Advisory Committee (CAC).
Key discussion points:
- The consumer advice framework should be endorsed by the end of the Reset Programme to support implementation and strengthen consumer voice within Pharmac.
- Members expressed interest in gaining a clearer understanding of how CAC approaches consumer engagement, the Terms of Reference and how these are regularly reviewed to ensure they remain fit for purpose, and details of Pharmac’s recruitment process and the related Board role.
- The group discussed the representation of Māori and high health needs representatives in relation to diversity, noting there are various approaches to how the Tiriti o Waitangi can be reflected.
- Further consideration is required on how the working group’s contributions will be carried forward post the Reset Programme, including the potential for a smaller transition group to support implementation of the consumer advice framework.

Medicine funding application process improvement foundational workshop
Members took part in a foundational workshop to inform the Medicine Funding Application Process Improvement work. The session focused on gathering consumer and patient perspectives to support future improvement design.
Members discussed the proposed steps and terminology used to describe the current medicine funding application process during a facilitated session that included a Q&A with Pharmac staff. The discussion explored whether the process was clearly explained for patients and consumers, whether any key steps or information were missing, and where terminology could be simplified or made more consistent.
The workshop also covered proposed advice and assessment timeframes. Members considered the shift from “time to fund” to “time to rank” and the use of phased timeframe targets over a 3-year period. Discussion included views on which process milestones matter most to consumers and should be reported publicly.
Finally, members reflected on the core elements of the Pharmac model that should be retained, as well as areas where flexibility or change could improve outcomes for patients and consumers.
Introduction to the Consumer Relations Team
Members were introduced to the new Consumer Relations Team. This team will work alongside Pharmac staff to build and maintain strong, ongoing relationships with consumer and patient groups.
Shaping the future 4-year improvement work programme workshop
Members participated in an interactive workshop focused on shaping the future four‑year improvement work programme. The session explored what a future‑state assessment and advice system could look like and what matters most to patients and consumers.
Pharmac shared a draft blueprint to support discussion about how the assessment and advice system could be improved over the next four years. The blueprint has been informed by a range of inputs, including the 2022 Pharmac Review, insights from the Valuing Life Summit, 2024 consumer engagement workshops, the 2025 internal culture review, the 2025/26 Letter of Expectations.
Members discussed the draft blueprint from a consumer perspective and shared views on priorities for the future system. Feedback from this session, alongside input from the Consumer Advisory Committee, PTAC, suppliers, Pharmac staff, and other key stakeholders, will help inform the direction recommended to the Pharmac Board at their meeting in March.
Reflection session
Members participated in a reflection session informed by a pre‑meeting evaluation survey. The survey was designed to gather feedback at the halfway point of the Reset Programme and to understand what is working well and where improvements could be made.
Overall, members felt the Reset Programme has provided genuine opportunities for the working group to influence decisions and shape solutions. Members noted the programme’s goals, progress, and decisions have been communicated clearly and transparently.
Areas identified for further consideration included seeking a broader diversity of perspectives, refining the use and timing of pre‑meeting questionnaires, and reviewing the cadence of meetings.
Members also raised concerns about next steps, including resourcing to continue the work initiated through the Reset Programme and how the transition to the future improvement programme will be managed.

Exceptional Circumstances Framework
Members welcomed the review of the Exceptional Circumstances Framework, noting it was long‑requested by consumer advocates.
Feedback provided ahead of the meeting was discussed, including general questions about the framework. Members sought clarification on several aspects of the current process, including application outcomes, funding, patient need, and specialist input. Concerns were raised about inequities, particularly for people living rurally.
The discussion highlighted areas where greater clarity and consistency are needed in the documents. The scope of the review was confirmed as broad, including the principles.
There was general support for the proposed engagement approach, with suggestions to include a wide range of stakeholders such as Rare Disorders support groups, suppliers, rural clinicians, and people who have had both positive and negative experiences with the process. Members stressed the importance of clearly articulating Pharmac’s intent and approach within the consultation.

Embedding lived experience
Members began the discussion by clarifying how lived experience is currently included. They noted an overlap between previous consultation discussions and today’s focus. Pharmac clarified that this discussion centres on strengthening the consumer voice within the expert advice stage, while acknowledging that some consultation actions – such as organisational frameworks and future consultation principles – remain relevant.
Members highlighted that patient-led applications are challenging and require significant input from Pharmac. They queried the success rate of these applications. Pharmac noted patient-led applications often help to identify unmet health needs.
It was clarified that a consumer member was appointed to PTAC in July 2022. This role is currently held by the CAC Chair, who participates as a consumer rather than in their CAC Chair capacity. Pharmac also has two consumer members providing a non-clinical lens on expert advisory committees. Members observed mixed feedback on the citizen approach. Pharmac acknowledged some challenges due to the generalised nature of consumer member role.
Members emphasised the gap between clinicians’ understanding of conditions and patients’ lived experience, noting that wellbeing aspects are often overlooked. One member suggested using the term “lived expertise” rather than “lived experience”, as experience is only one component of expertise.
Members noted progress over the past year; however, current efforts remain insufficient. Consumers continue to experience uncertainty about how their input will influence outcomes, limited engagement opportunities that often occur too late in the process, and emotional and practical barriers that make participation difficult.
Members engaged in a constructive discussion on opportunities to strengthen the embedding of lived experience, guided by pre-meeting questions. While some question summaries were considered relatively high level, they were viewed as helpful in maintaining momentum and enabling a focused, forward-looking conversation.
Members highlighted that having consumer representatives on Pharmac’s advisory committees builds trust and accountability. They discussed balancing continuity of consumer presence with disease-specific representation and suggested leveraging advocacy groups to source patient voices. It was proposed that citizen members could provide neutrality, provided their scope is clearly defined. Their role could include ensuring that first-hand patient perspectives are not overlooked.
Members discussed practical ways for Pharmac to demonstrate how lived experience informs assessments and decisions. Suggestions included publishing clear “what we heard and what we decided” summaries and transparent guidance on how lived experience is used. The group acknowledged the tension between additional documentation for transparency and maintaining timely decisions, with one member noting that transparency is more important than timeliness in this area.
Members emphasised the need for clear, practical guidance to support consumers, including confidentiality assurances, plain language explanations, and flexible submission options. Members agreed that keeping people engaged now, while working on longer-term improvements, is essential.

OFI update
Overall feedback on Pharmac’s proposal to remove some medicines from the OFI was largely unsupportive, with concerns that the OFI proposal is out of step with the Reset Programme. Pharmac is reviewing alternative options and preparing a Board paper. The proposal will go to the Board for a decision. Pharmac confirmed that a public update will be issued before the holiday break and published on its website.
Quarter three 90-day actions
Members discussed proposed quarter 3 actions, which are based on priorities previously raised by members and Pharmac’s planned work with a significant impact on patients.

Medical Devices update
The Director of Medical Devices provided a brief update following the Ministerial directive.
Members raised questions regarding:
- Budget and funding processes
- How treatments are classified as a medicine or a medical device
- Timeliness of processes with two agencies involved.
Vision and Strategy update
Members received an update on the progress to develop Pharmac’s new vision and strategy. Input has been gathered from staff, Consumer Advisory Committee, PTAC, and Consumer and Patient Working Group, with notable similarities across the feedback provided.
The proposed vision and strategy will be considered by Pharmac’s Board in December, followed by further engagement with staff and stakeholders in early 2026. This engagement will include input into the development of statutory accountability documents.
Members expressed interest in adding a deliverable to the Statement of Performance Expectations to demonstrate Pharmac’s consumer focus.
Questions were raised about how industry representatives would be involved in this work. In response, Pharmac noted that following the success of the monthly consumer hui, discussions are underway to establish quarterly industry forums, which would include consideration of this work.
Members also highlighted the need for clarity on Pharmac’s plans over the next four years, including consumer input. The Reset Programme Manager confirmed that a reflection session will be held at the January workshop to review the impact of the working group and capture learnings to date.
Agreed action:
- Feedback will be sought from members on the draft Statement of Intent and the draft Statement of Performance Expectations to ensure deliverables are consumer focused. This is expected to occur around March 2026.
Consultation
Members discussed when formal consultation with patients and consumers should occur in the medicine funding application process as well as other situations. The consensus was that consumers should be involved early and throughout the process. Some members note that there is a preference for engagement to start at the beginning, then consultation occurring as soon as possible after the expert clinical advice is received.
Members stressed the importance of well-coordinated consumer groups to respond effectively to consultations and flexibility from Pharmac to recognise and accommodate different organisational levels and their capacity to participate. They also emphasised the need for clear feedback loops to show how input is used, noting that differing perspectives between consumers and clinicians are acceptable.
Members highlighted the need for greater visibility of opportunities to provide additional information. They requested clearer guidance on how to engage in the medicine funding application process, what type of information should be included, and how that information will be used. The new stakeholder database and relationship team will support this work.
Pharmac staff asked how best to identify which items warrant consultation and which could be communicated through advocacy networks. There is an opportunity for the Working Group to help provide clarity and confidence on where engagement and consultation are most appropriate.
Concerns were raised about the backlog of medicine funding applications and the need for an efficient, transparent process to clear it and prevent future delays. It was suggested that this be the focus of a future working group meeting, in particular exploring how to incorporate consumer perspectives.

Scoping future improvements to the current medicines funding application process
Members engaged in a constructive discussion on Pharmac’s medicine funding application process. They were asked to identify 2 or 3 priority areas for deeper exploration at the in-person meeting scheduled for January 2026.
Members completed a pre-meeting questionnaire, which identified the potential focus areas:
- Prioritisation and ranking process
- Timeframes and milestones
- Role and function of advisory committees
- Consumer voice and engagement
- International comparisons and best practice
Members emphasised the importance of improving timeframes and transparency within the medicines funding application process. This aligns with the strong focus on these themes at the Valuing Life Medicines Summit. Greater clarity around the process was seen as essential to building trust and understanding among stakeholders.
The establishment of clear milestones was highlighted as a critical area for improvement. Members cautioned against adopting a quick win approach, stressing that short-term improvements proposed under the Reset Programme should complement longer-term strategic changes.
Pharmac staff confirmed that a review of the Health Technology Assessment (HTA) process will be undertaken as part of the four-year improvement programme. However, the scope of this review is still to be defined. Members expressed interest in receiving more detail on this work as it is scoped.
Patient engagement was acknowledged as a valuable component of the decision-making process. Members agreed that consumer voice and engagement should be prioritised and noted that this topic will be further explored in upcoming discussions on the consultation process and embedding lived experience in clinical meetings.
There was consensus that international best practice should inform all aspects of process improvement work. Rather than treating it as a separate item, members felt that existing global solutions should guide Pharmac’s improvement work.
Members expressed interest in exploring how clinical advice, consumer and patient expertise, and economic assessment can remain distinct yet integrated. They also discussed the need to clarify the roles of consumers and advisory committees in decision-making.

5. Consumer Relationship team
The External Engagement Manager provided an overview of the new Consumer Relationship team currently being established. This team aims to shift Pharmac’s engagement approach from transactional to relational, strengthening the voice of consumers and patients in Pharmac’s work.
The Chair acknowledged written feedback from a Working Group member.
Members discussed consumer involvement in the recruitment process. It was noted that a member of the interview panel had lived patient experience.
The importance of partnership and collaboration between the Consumer Relationship team and the Working Group was emphasised. It was clarified that the establishment of the Consumer Relationship team would not impact the Working Group’s role in driving process improvements.
It was noted that Pharmac’s Engagement Strategy may need to be reviewed and updated in light of the new Consumer Relationship team and Reset Programme.
The need for clear expectations around the role of the Consumer Relationship team was discussed, including the development of a consumer and patient guide to support engagement. Education for the patient community and advocacy groups about Pharmac’s processes was considered valuable.
Members acknowledged that groups vary in size and structure, and that trust can be fostered through partnerships and culturally safe engagement practices. In-person meetings and attending events were identified as effective ways to build trust. Members agreed to support initial introductions between the Consumer Relationship team and patient advocacy groups.

Screenshots of the new engagement register were shared with members. The next steps involve the Reset Programme Team and the Consumer Relationship Team inputting the provided information into the register. The engagement register will continue to grow and evolve over time.
It was noted that engagement register should capture next steps from meetings, including actions, responsible parties and timeframes. It was also noted that it was important to capture the size of groups as some groups are not resourced and this will need to be considered when engaging with them.

Members expressed interest in meeting Pharmac’s new Chief Executive, Natalie McMurtry, in person. It was noted that the upcoming Valuing Life Summit in Wellington (October) may provide an opportunity for this.
Members also asked about the possibility of holding a face-to-face meeting before the end of the year. While the Chair has prior commitments in November that may make scheduling difficult, it was noted that many members will be attending the Valuing Life Summit and could connect informally.
The group discussed future 90-day action plan possibilities and raised the topic of medical devices procurement. While discussion of specific health conditions or treatments is out of scope, it was confirmed that process-related actions may be added to the list of potential future items for consideration.
Members were invited to provide feedback on the monthly consumer hui with Pharmac’s Chief Executive. It was noted that attendance has declined. To improve engagement, members suggested increasing visibility through calendar invites, clearly outlining agenda items in the invitation, and broadening the invite list to include more stakeholders.

5. Pharmac Vision
Members engaged in a constructive discussion on the development of a new vision and strategy for Pharmac. Key points included:
- Members emphasised the importance of a vision that is forward-looking, aspirational, and enduring. It should reflect a commitment to improving health and wellbeing and ensuring timely access to treatments and technologies. It must encompass the full scope of Pharmac’s work, including medicines and medical devices.
- While acknowledging budget constraints, members agreed that the vision should not be limited by financial considerations.
- Members noted a strong public desire for meaningful change. They advocated for an outcomes-focused strategy that clearly communicates what will change and how progress will be measured.
- Members recommended revisiting Pharmac’s organisational values to ensure they align with and support the new vision and strategy. They highlighted the influence of values on organisational culture.
- Although the vision and strategy development is primarily an internal exercise, members stressed the importance of an outward-facing approach. They strongly recommended meaningful consumer involvement throughout the process.
The following themes were considered essential to the vision and strategy:

The Programme Manager noted that the Quarter Two 90-day plan will commence on 1 October, and highlighted the importance of beginning to scope actions. To maintain momentum, the Chair advised he would connect with the Reset Programme Manager and follow up with members via email outlining next steps.
Members inquired about the possibility of another face-to-face meeting in 2025. The Chair advised that, due to scheduling conflicts, no suitable date has been identified. The next in-person meeting is expected to be held in late January 2026, as currently scheduled.
The Chair provided an update on his submission to the Health Select Committee regarding amendments to the Pae Ora legislation, made on behalf of Patient Voice Aotearoa. He clarified that the submission did not reference the Consumer Working Group’s involvement.

There were mixed views on the usefulness of the proposed prioritisation tool, particularly regarding its assessment of effort and influence. However, it was agreed that the tool provides a useful starting point. Each member will use the tool individually, and results will be discussed collectively.
It was noted that the 90-day planning process is iterative and will be regularly reviewed by the working group.

The Medicines Strategy was discussed. Members agreed that this matter should be progressed independently by their respective communities, outside of the Pharmac work programme.
Members discussed the importance of ensuring Pharmac’s performance measures reflect the patient voice. The Reset Programme Manager advised that the upcoming discussion on Pharmac’s Vision and Strategic Priorities at the next meeting would be the appropriate forum to explore this further.

Director of Strategy, Policy and Performance provided an update on the current work underway for Budget 2026/27. He noted the Minister’s expectation that individual medicines should not be included in the bid.
Manager for Health & ACC at Treasury explained that the templated approach ensures consistency and helps manage the volume of Budget bids. She acknowledged that while templates are essential, additional conversations and supporting information –such as those provided by Pharmac – are also important. She emphasised that the Budget process and bids must align with the Government’s fiscal strategy.
Members expressed frustration at their limited influence in the process, particularly regarding input into the Budget Policy Statement. Concerns were raised about the achievability of Pharmac’s Letter of Expectations, considering recent unsuccessful Budget bids.
Members sought clarification on whether Treasury consider New Zealand’s medicines spend comparative to other countries, and how equity and severity of need is considered.
Suggestions from members to strengthen future Budget bids included:
- Using aggregate data to demonstrate impact and value
- Emphasising patient outcomes
- Reframing the relationship team bid to highlight the benefits of engagement.
Members also discussed the importance of aligning consumer voices and illustrating the human impact of investing in medicines.
Agreed actions:
- Rachel, Francesca, Tracy, and Deon to co-develop an approach to tell the human impact of medicine investment.
- Pharmac to report back to the working group on how aggregate data and patient outcomes can be effectively incorporated into the 2026/27 Budget bid.
6. General business
- The draft Pae Ora advice document, prepared by members for inclusion in Pharmac’s advice to the Minister, was reviewed and discussed.
- Members noted the need to balance aspirational goals with operational feasibility, ensuring the proposed changes are future proofed.
- The urgency to finalise the advice and secure majority agreement was acknowledged, with further discussions required to refine the document.
- The contributions of Chris, Libby, and Tim in preparing the draft were acknowledged and appreciated.
Agreed action:
- The Chair will lead the finalisation of the Pae Ora advice document in collaboration with members and submit the final version to Pharmac by Monday, 18 August.

4. Pae Ora legislation discussion
The group discussed potential amendments to the Pae Ora (Healthy Futures) Act 2022 and the advice to be provided to Associate Minister of Health, Minister Seymour.
Director Strategy, Policy and Performance confirmed that:
- Changes to Pharmac legislation can be introduced at the Health Select Committee stage
- Pharmac provides advice to Ministers and the Ministry of Health but will not at this time submit directly to the Health Select Committee.
- Minister Brown is the Minister responsible for the Pae Ora legislation.
Concerns were raised by members about the phrase “from within the available funds” in Pharmac’s statutory objective. Some members viewed it as an unnecessary constraint and misaligned with patient and consumer expectations. Others noted that budget references are inconsistent with other government agencies and already required under the Crown Entities Act and Public Finance Act.
Members discussed potential unintended consequences of removing the phrase, including its impact on commercial negotiations and government accountability. While Pharmac’s ability to seek out-of-cycle funding was acknowledged, concerns were raised that current budget bids cannot reflect patient and system-level impact and may disadvantage Pharmac.
The group emphasised the need for statutory objectives to be enabling and future-focused to support the 5-year reform. Members saw an opportunity to strengthen the objectives to reflect a whole-of-system approach, allowing for budget bids that demonstrate broader fiscal and societal benefits. It was also noted that the HTA framework is fundamental and there was disappointment that the budget bid to support this work was unsuccessful.
Additional suggestions for statutory objective changes included:
- Emphasising innovation and timely access
- Including societal and fiscal impacts
- Strengthening equity language
- Changing language from pharmaceuticals to medical products
The Director of Strategy, Policy and Performance proposed that the view of the Working Group be put forward to the Minister Seymour as part of Pharmac’s formal advice. It was discussed that Working Group members should avoid making a submission in their capacity as Pharmac’s Consumer and Patient Working Group, as this could be perceived to be reflecting Pharmac’s position.
Written feedback from Libby and Trent was considered in the discussion.

- Final advice to be submitted to Pharmac by 13 August 2025.

- Members will consider preparing individual submissions and inviting broader consumer representation into these submissions.
General business
- Members unable to attend meetings may provide written feedback, which will be considered during discussions. As conversations may evolve, members are encouraged to follow up with the Chair to discuss meeting outcomes. Written feedback should be circulated to members as early as possible to support informed discussion.
- Members were asked to review the proposed meeting schedule and upcoming discussion topics as a priority. Feedback should be provided to the Reset Programme team to enable timely scheduling of meetings and commissioning of relevant discussion papers.
Agreement on public communications
- It was confirmed that members may share the topic of upcoming meetings with their wider networks and engage in discussion about the subject matter. However, members must not disclose any confidential information shared as part of the Working Group papers or meetings.
- It was confirmed that members, with the support of the Chair and following a ‘no surprises approach’ with the Reset Programme Manager, are welcome to issue public statements about their work. The Pharmac communications team is available to assist with this.

1. Whakawhanaungatanga
Everyone introduced themselves with a photograph to explain their “why” for being part of the newly formed Consumer and Patient (CAP) working group.
2. Declarable Interests
General Counsel advised members on how Pharmac records and manages declarable interests. There was a discussion on the multiple roles members have and potential perceived conflicts. General Counsel left the meeting.
3. Terms of Reference
Discussion about the purpose and scope of the CAP working group and if the three workstreams listed in the terms of reference were broad enough to enable the group to support the wider Pharmac reform. The three workstreams being: (1) strategic vision; (2) enhancing consumer engagement and trust, and (3) better processes.
It was clarified and agreed that the scope of the CAP working group includes both the formal Reset Programme, and the wider reform of Pharmac. This aligns with the recommendations of the Prendergast Report.
Reset Programme Manager advised how the 12-month reset would inform and influence the future 4-year improvement programme.
Motion:
A motion was moved that the CAP working group approves the terms of reference with the agreed changes and to publish them. There was unanimous agreement (yes).
Agreed actions:
- Remove reference to the CAP working group not being involved in the operations of Pharmac in the terms of reference.
- Insert reference to supporting the wider Pharmac reform in the purpose and scope sections of the terms of reference.
- Remove sub-bullet points under the three workstreams in the scope section of the terms of reference.
- Change name of group to the Consumer and Patient Working Group to reflect wide makeup and representation of the group.
- Publish the updated terms of reference on the Pharmac website [PDF, 143 KB].
4. Reset Programme Approach
Discussion about the roles and responsibilities of the CAP working group, including decision making for the reset programme. It was noted that the CAP working group Chair is part of the reset programme governance group.
Members also discussed the role of the CAP working group and Pharmac’s existing Consumer Advisory Committee (CAC). Concern was raised about work being duplicated or the two groups working at cross purposes.
Members noted that Pharmac can’t shy away from the “too hard” items and that while some of this work may not be delivered in the reset programme it needs to be considered for the future 4-year improvement programme.
Motion:
Reset programme approach paper was noted by members as background information.
Agreed actions:
- Update the roles and responsibilities table so the CAP working group is “consulted” not “informed” on decision making.
- As action items for the reset programme are scoped, provide clarity on the role and responsibilities of the CAP working group and CAC.
- Capture action items that could form part of the future 4-year improvement programme.
5. First 90-Day Plan
Reset Programme Manager presented the draft first 90-day plan. The actions are based
on recommendations from the consumer engagement workshop report and focus
building trust with consumers and quick wins.

- Establish consumer working group to support the reset programme
- Formalise consumer network to support wider consumer input
- Expand Pharmac’s engagement function to strengthen consumer relationships
- Publish an update on progress with the Pharmac Review recommendations
- Provide advice on the 2026/27 budget bid
- Provide advice on the Pae Ora legislation amendment
- Develop a joined-up communications planning approach
- Clinical meeting recommendations.
Discussion about progress with last year’s Pharmac Letter of Expectations and previous review recommendations, measuring progress and impact of each action, and advocating for change outside the role of the CAP working group.
Members prioritised which of these actions they wanted to focus on first. Members agreed the first five to focus on working with Pharmac on were:
- Provide advice on the Pae Ora legislation amendment
- Provide advice on the 2026/27 budget bid
- Progress on the Pharmac Review recommendations and 2024/25 Pharmac Letter of Expectations
- Clinical meeting recommendations
- Develop a joined-up communications planning approach.
Reset Programme Manager spoke about the importance of defining the problem to then work on designing the solution together, which was supported and reinforced by the Chair.

A motion was moved that the CAP working group accepts the 90-Day Plan approach. There was unanimous agreement (yes).
Agreed actions:
- The next CAP working group meeting to focus on the Pae Ora legislation, including previous advice and timeframes for current amendments.
- Members to provide the reset programme team with key contacts to start forming the consumer network database.
- Regular reflection time scheduled into meetings to enable frank discussions on achievements so far, and value add as a group.
6. Meeting approach
Members agreed to begin with fortnightly meetings to make progress on the action plan, but it was noted the frequency may reduce in the future. Members agreed to use subgroups, as needed, to address specialist issues and to meet timeframes. Members also asked for quarterly face to face meetings to be considered.
Discussion about what information can be shared prior to meetings and following meetings with wider networks. Members requested that meeting minutes be provided as quickly as possible rather than waiting for the next meeting.

- Poll to be sent out to members to confirm future online meeting dates, before the dates for face-to-face meetings are confirmed.
- Meeting papers to note if they can be discussed with wider networks prior to the meeting
- Add agenda item to agree what can be shared from the meeting and what is released publicly
- Draft minutes to be provided to members within three days of the meeting and members to review and approve minutes within three days of receiving them, before Chair approves release publicly on Pharmac website.
- Future meeting packs to have page numbers and Pharmac details on page one.
