2025/26 Budget bid documents

In November 2024, Pharmac provided Associate Minister of Health, Hon David Seymour, with initial options for Budget 2025 for the medicines budget and Pharmac’s operational budget. This is the first document linked below.

In December 2025, Minister Seymour and the Minister of Finance invited Pharmac to make two formal bids to Budget 2025. They were:

  1. An increase to the medicines budget (CPB), including a pilot programme for societal impacts; and
  2. Investment in Pharmac’s operating budget to support these initiatives and associated organisational transformation.

Preparing the formal bid involved preparing a Treasury Budget initiative template, which was submitted by Pharmac to the Ministry of Health. The completed templates are the second and third documents linked below.

The Ministry of Health have overall responsibility for Vote Health and coordinate the Budget 2025 package on behalf of all health entities.

The two bids were not successful. However, Pharmac did receive an additional $7 million total operating funding for improving data and digital infrastructure. This was managed outside Budget allowances, as it was funded by reprioritised funds from terminated contractual obligations.
