PHARMAC Board

The PHARMAC Board consists of five members (the Chair, and four Board Directors) with a mix of skills and experience.

The Board has approved the PHARMAC Board Governance Manual providing an overview of the Board’s statutory duties and setting out the governance principles for the Board’s performance and conduct.

Board member profiles

Stuart McLauchlan(Chair)

Stuart is a practicing Chartered Accountant specialising in business advisory and governance. He has been a partner for 25 years in the firm G S McLauchlan where he held the position of Managing Partner for 24 of those years. He is a fellow of the Institute of Chartered Accountants and an Accredited Director of the Institute of Directors. He has a large portfolio of directorships in private, public and council owned companies as well as Government organisations. His current appointments include Chairman of Scott Technology & NZ Sports Hall of Fame. Stuart is a Director of the following; A D Instruments Pty Ltd, Aurora Energy Limited, City Bus Limited, City Forests Limited, Delta Utility Services Limited, Dunedin Casinos Ltd, Dunedin City Holdings Limited, Dunedin International Airport, Otago & Southland Employers Assn and Scenic Circle Hotels Ltd. Stuart is Pro-Chancellor of the University of Otago and has recently been appointed the Crown Monitor of the Southland District Health Board. Stuart joined the PHARMAC Board in August 2009 and his current membership expires on 31 July 2012.
 
Kura Denness

Kura Denness MBA CA has a background in corporate finance. She is Chair of the following organisations: Tui Ora Limited, Hauora Taranaki PHO Limited, and Te Aroha Medcare (a GP practice). In addition, Kura is a Director of Medical Laboratory Science Board, Medical Sciences Secretariat and on the Taranaki DHB. She is also a trustee of various iwi organisations. Kura is Chair of the Audit and Risk Committee and a member of the Forecast Committee. Kura is of Atiawa descent. Kura joined the PHARMAC Board in August 2006 and her current membership expires on 31 July 2012.
 
Dr David Kerr

David is a medical practitioner with 32 years in general practice, a special interest in the area of mental health, and extensive governance experience. David was the Founding Chair of Pegasus Health and is currently Clinical Leader Mental Health, Pegasus Health (2002 to present), Chair of CentreCare Ltd (1998 to present), and was previously Director (1994 to 1999) and now Chair (1999 to present) of Ryman Health Care Ltd. He is a member of Canterbury District Health Board's (CDHB's) Mental Health Leadership Group and the CDHB Hospital Advisory Committee (2002 to present). Recent directorships include Canterbury Health (1999 to 2001), Healthcare Otago Ltd (2000 to 2001) and Health Benefits Ltd (2000 to 2002).He is an advisor to the Medical Protection Society and to the CDHB through the Canterbury Initiative. David's voluntary service includes NZ Alzheimers Board (2004 to present), the Health Education Trust (2000 to present), the Central Ethics Committee, President New Zealand Medical Association 2008), Ryman Healthcare Ltd (1994 to 1999), and Trustee of the Life Education Trust South Island (1988 to 1998). David joined the PHARMAC Board in July 2007 and his current membership expires on 31 July 2013.
 
Anne Kolbe

Anne (ONZM, MBBS (Hons), FRACS, FRCSEng (Hon), FCSHK (Hon), FRCSEd (Hon)) is a practising specialist paediatric surgeon, and is currently the Head of the Auckland Clinical School at the University of Auckland Faculty of Medical and Health Sciences. Anne is a previous President of the Royal Australasian College of Surgeons. She has held a number of executive, governance and education roles in the New Zealand and Australian health sectors over the past 20 years, including six years as the Deputy Chief Medical Officer for the Waitemata District Health Board. Anne is currently a Member of the Selection Panel for the New Zealand Orthopaedic Association's RACS Orthopaedic Training Programme, as well as a member of the Operational Management Group for the Auckland Regional Resident Medical Officers Services (ARRMOS) on behalf of Auckland, Waitemata and Counties Manukau District Health Boards. Anne sits on the Auckland District Health Boards’ Hospital Advisory Committee and Quality, Risk & Audit Committee, as well as the Whanganui District Health Boards’ Risk & Audit Committee. She is a member of the International Faculty, Cognitive Institute of Australia and also a member of the International Faculty, MPS UK Educational Services. Anne has been asked to chair the South Island Neurosurgical Services Expert Panel to advise the Director General of Health on the configuration of neurosurgical services for the South Island of New Zealand. Anne was appointed to the Board effective 1 July 2010 and her current term expires 30 June 2013.
 
Jens Mueller

After more than 20 years as Chair/Chief Executive of large multinational enterprises in the health care industry in Europe and North America, Professor Mueller now consults with many firms around the globe on matters of governance and performance. He has worked with MBA participants at the Waikato University Management School for more than a decade, and has taught at universities in Australia, Singapore, Germany, the Philippines and the USA with an emphasis on corporate performance strategies in competitive markets. Professor Mueller is a frequent author of academic articles, conference speaker, editor of several international refereed journals and co-editor/co-author of several books. In New Zealand, Professor Mueller has created the www.finddirectors.com market place for company directors, teaches on the Qualified Director company director certification programme, assists the Ministry of Health with identifying DHB board members and works with many companies and non-profit organisations to help create sustainable strategies based on strong governance structures. Professor Mueller holds a Doctorate in Law (California), a Masters in Law (California), an MBA (Illinois) and a Masters in Advanced Management (California). Jens was appointed to the Board effective 1 July 2010 and his current term expires 30 June 2013.
