CONSULTATION ON TENDER OF CERTAIN PHARMACEUTICALS AND REQUESTS FOR
PROPOSALS
PHARMAC is consulting on tendering for supply of certain pharmaceuticals to DHB Hospitals. The list of potential hospital line items is appended to this letter as Schedule One. You have already had an opportunity to comment on the proposed tender process and community product list. We now ask for comments on the proposed hospital list. It is envisaged that the community and hospital tenders will again be run as one process. We seek comments on the approach outlined in the following pages, in particular the following: • the actual or potential clinical implications of awarding Hospital Supply Status (as defined in Section H of the Pharmaceutical Schedule) to the pharmaceuticals listed in Schedule One; • what the appropriate DV Limit for each product would be where a 0% DV Limit is considered clinically unacceptable; and • any contractual constraints or patent protection that could mean that PHARMAC could only tender or implement the results of a tender after 31 December 2004. PHARMAC is currently consulting with DHB Hospitals, medical groups and other interested parties with respect to the proposed product list. All feedback received by the deadline will be considered by the Tender Medical Evaluation Sub-committee of PTAC prior to consideration by the PHARMAC Board. Consultation on tendering for certain pharmaceuticals In accordance with PHARMAC’s objective of securing for eligible people in need of pharmaceuticals, the best health outcomes that are reasonably achievable from pharmaceutical treatment and from within the amount of funding provided, PHARMAC is consulting on tendering for Hospital Supply Status of certain pharmaceuticals listed in Schedule One of this document. Schedule One lists the Line Items for which we are consulting on tendering for supply to DHB Hospitals. Products are listed alphabetically by chemical, form and strength. The PHARMAC Board will set DV Limits once all medical feedback is received and the Tender Medical Evaluation Sub-committee of PTAC and the Hospital Pharmaceutical Advisory Committee have considered this information. SCHEDULE ONE: POSSIBLE PRODUCTS FOR TENDER FOR SOLE SUPPLY Choice of products selected This Schedule lists the line items for which PHARMAC wishes to consult on entering into hospital tender arrangements. PHARMAC welcomes any comments you may have with regard to the inclusion of these Line Items in a tender for hospital supply. Patents Products that are known by PHARMAC to be on patent will not be included in the final tender list. However, PHARMAC does not guarantee the accuracy of patent expiry information. Suppliers remain responsible for ensuring they do not infringe patents. Suppliers are responsible for their own independent assessment of the information and must decide for themselves whether or not to make an investment and on what terms.
